Block Mail To Single User Account

I put this code into my exim.conf near top of acl_check_rcpt section and it seems to be rejecting the accounts listed in the local_blocklist file.

 deny    message = REJECTED please contact me at yahoo.com with username xxxxxxx
           local_parts = /mnt/bootdev/router/pkg/etc/local_blocklist  

This way if a real person sends a message to one of those accounts they have a way to contact me. Hopefully a spam sender will not take the time to read the rejection notice.
